1And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.
The seven heads and 10 horns represent worldwide and total dominion.
7 heads are for the 7 continents in the world
10: is the number of the fullness or completion of man
Man has 10 fingers and 10 toes to be complete
God gave us 10 commandments
Jesus gave us 10 beatitudes
The horns represent military strength or "rule by force"
The crowns represent political authority or government
Rise up out of the Sea: The Sea is symbolic or representative of the Presence of God in the world and in His Church. (For the earth will be filled with the knowledge of the glory of the LORD, as the waters cover the sea. Hab 2:14)
The Catholic Church emerged from the early Church when the Holy Spirit and the Presence of God covered His Church. From AD 300 to AD 1500 the Catholic Church reigned and the Waters of the Presence of God (The Holy Spirit) disappeared . 1200 years of lack of the Presence of God in His Church caused the earth to become totally dry- that is why the second beast is seen arising out of the earth.
3And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.
4And they worshiped the dragon which gave power unto the beast: and they worshiped the beast, saying, Who is like unto the beast? who is able to make war with him?

In the Book of Revelation, the times listed are not literal according to our earthly way of measuring time. 42 months- are not 42 calendar months according to earthly time-lines. These are divinely appointed time frames and the numbers are symbolic. To God one day is as a thousand years and a thousand years as one day.

11 Then I saw another beast coming up out of the earth, and he had two horns like a lamb and spoke like a dragon.
This beast is smaller in size and power than the first beast. It is compared to a lamb because it more closely resembels Christ. It was based on Luther's revelation "The just shall live by faith"
It spoke like a dragon. Martin Luther persecuted mercilessly people he considered to be"heretics"
These were people who left the Catholic Church and also began to read and study the Bible. When they disagreed with Luther on doctrinal issues with he had them executed.
