Called the Wireless 411 Service, it is founded on the premise that callers can dial into the voice 411 system, telling the operator whether they want a landline or wireless number. If the caller wants a wireless number from someone who agreed to list their number, the operator will access the wireless database to connect the caller or provide the number. Here are some of its features:

• The service is opt-in only. Carriers let their subscribers choose whether they want to be listed. A carrier deciding to launch their service for its subscribers will notify its subscribers, having them formally express consent to be included in the service. Subscribers are able to opt-out with no identifying information in the database by contacting their carrier.

• Subscribers can list, delete, or add their information for free. Unless the recipient chooses to answer the call, there is no cost from a call coming from the 411 wireless system.

Managed by Qsent, Inc., this once much-anticipated Wireless 411 Service is now a project from which major carriers have pulled away. It has been on hold for years, to the relief of cell phone owners everywhere worried that it may not be as private as proposed.

So it looks like cell phone number lookups are all over the Internet, but the majority of the sites out there give cell phone owners the choice of entering their phone number and due to little demand as of yet, are not comprehensive.
